Victorious government can only move towards IAEA (09-07-08)

If the assertion of the External Affairs Minister Pranab Mukherjee is to be believed, the United Progressive Alliance or UPA government amidst all tensions is still steadfast to proceed with the execution of the civilian nuclear deal with the United States. But everything can be if the government becomes victorious after the ensuing vote of confidence in Parliament. To him, the government is not scared of the floor test and once a formal communication from the Rashtrapati Bhavan comes up asking them to prove their majority the government would take a decision on convening a special session of Parliament.


However, till now the date of vote is not certain. While to many it can be on July 21, the Minister seems to be confident that it will be sometime before August 11, the period commencing the monsoon session. But it should be clear, if it fails to win the motion, the government would be incapable to send India’s draft safeguards accord to the International Atomic Energy Agency Board for approval. It is true, the present government would be able to continue in a “technical” capacity until elections but without the moral authority that is necessary to lead the country to “an international agreement.” 

 

The entire responsibility lies with the Left perpetrators who were obstinate to view the text of the safeguards agreement. However, in no way it was possible since it was a classified document between India and the IAEA Nevertheless, to pacify the raging Left, the “outcome of the negotiations” with the IAEA was shared in the form of a summary of the safeguards draft. But that proved to be futile.

 

It’s difficult to forecast the outcome at this juncture. But, whatever the result is, it will remain a perpetual blot on Left credentials.
